Legal Aid of North Carolina seeks a part-time, bilingual navigator to help eligible individuals in Wake, Johnston, and Franklin counties enroll in Qualified Health Plans (QHP) through the federally facilitated Health Insurance Marketplace, apply for Medicaid, or apply for exemptions from the Affordable Care Act's requirement to have health coverage. Navigators will also participate in outreach and education programs with community partners, conduct education programs, and supervise and support volunteer navigators. This position is part-time (20 hours per week) and grant-funded through August 2017, with the chance of renewal. Applicants must speak fluent English and Spanish.
Essential Job Duties
Facilitate individual enrollment through one-on-one, in-person meetings with consumers.
Work with community partners to publicize and distribute accurate and appropriate Marketplace information.
Work with community partners to organize enrollment fairs, and outreach and education programs.
Facilitate eligibility determinations for applicable programs, QHPs, and subsidies.
Participate collaboratively in meetings with area outreach and enrollment partners.
Provide referrals to appropriate agencies for applicants and enrollees with grievances, complaints, or need for other social services programs.
Availability and willingness to work on evenings and weekends required.
Must be able to successfully complete and pass the Certification Training.
Must be free from conflicts of interests, including payments and incentives from agents, brokers, insurers, or insurance industry.
Must have a valid driver's license and access to reliable transportation.
Must be able to multi-task with long periods of sitting or standing and interact with professionals, clients, and other staff and personnel.
Background check required.
Must be fluent in English and Spanish.
Desired Experience / Qualifications
Two-year college degree required, four-year or graduate degree preferred.
Experience in working with low-income, multi-ethnic populations, preferably through a nonprofit or community-based organization.
Must be able to collaborate and work well with coworkers and colleagues. Ability to interact effectively with clients in one-on-one settings, small groups, and before larger, assembled groups.
Some evening and weekend availability required.
Position pays $14.00 an hour; non-benefits eligible position.
