LANC's Low-Income Taxpayer Clinic (LITC)
provides low-income North Carolina taxpayers with representation in
federal and state tax controversies and educates individuals about
their rights and responsibilities as U.S. taxpayers. The
Clinic serves low-income individuals in 61 counties of Eastern North
Carolina, the Triad Area and the Triangle Area. For more

LANC's LITC focuses on:

Providing legal representation to low-income taxpayers who have
existing tax controversies with the Internal
Revenue Service (IRS) and
the NC Department of Revenue (NCDOR); and

Providing tax assistance and education to individuals who speak
English as a second language.

What is a Low-Income Taxpayer Clinic (LITC)?
A Low-Income Taxpayer Clinic (LITC) is a qualified clinic that
receives money from the Internal Revenue Service to provide
controversy services, English as a second language services, or
both. A LITC that provides controversy services represents low
income taxpayers before the IRS by assisting taxpayers in audits,
appeals and collection disputes. A LITC may also represent
individuals before the United States Tax Court.
A LITC that provides English as a second language services offers
outreach and education to taxpayers for whom English is a second
language or for those who have limited English proficiency.
Although LITCs receive money from the IRS to provide services to
taxpayers, LITCs, their employees, and their volunteers are
completely independent of, and are not associated with, the Internal
Revenue Service.
Do I qualify for representation?
If you are a low-income taxpayer who cannot afford professional
tax assistance and are facing a controversy with the Internal
Revenue Service, you may qualify for free representation from Legal
Aid of North Carolina's LITC.
You must meet certain guidelines to qualify for
LITC representation. In general, a taxpayer must meet income guidelines (250% of the
federal poverty guidelines), must be alien eligible for Legal Aid of
North Carolina's services, and must not have an amount in dispute
per tax year exceeding $50,000.
